Pakistan’s Fuel Subsidy 2026: Who Qualifies and How to Register

Pakistan’s 2026 fuel relief scheme knocks Rs100 off every litre of petrol for motorcycle, rickshaw, three-wheeler and small-car owners, as fuel prices climb with international oil markets. Registration is open now, nationwide, by SMS — but you can’t actually redeem fuel until 11:59pm on September 16, 2026, when the scheme goes live outside Islamabad.

Who Qualifies

Motorcycles, rickshaws, qingqi/chingchi three-wheelers, and cars up to 800cc. The catch is the registration date: motorcycles and three-wheelers need to have been registered on or after January 1, 2011, and cars need a registration date on or after January 1, 2006.

Two- and three-wheelers get Rs100 off up to 20 litres a month — Rs2,000 max. Cars up to 800cc get the same rate on up to 30 litres — Rs3,000 max.

Registering by SMS

No office visit required. You’ll need your CNIC, a SIM registered in your own name, and your vehicle’s registration details on hand. Text this to 9771:

Province codes: I for Islamabad, A for Azad Jammu and Kashmir, G for Gilgit-Baltistan, S for Sindh, P for Punjab, K for Khyber Pakhtunkhwa, B for Balochistan. Use the province where the vehicle is registered — not wherever you happen to live now. The SMS itself should be free; the government has directed telecom operators not to charge for it.

Getting Fuel

Once you’re registered, text TOK to 9771 to generate a token. Motorcycle and three-wheeler tokens cover 5 litres each and last 7 days; car tokens cover 10 litres and last 10 days. Take the token to a participating station and the operator verifies it before pumping — the Rs100/litre comes off at the pump, not as a separate payout. A motorcycle token saves you Rs500; a car token saves Rs1,000.

If It Doesn’t Go Through

Most failures come down to a typo or mismatch: wrong CNIC, wrong province code, a registration date that doesn’t match your vehicle’s actual paperwork, or a SIM that isn’t registered in your name. Double-check all of that before you send the text — the system cross-checks CNIC, telecom, and vehicle records, so any mismatch bounces the request.
