How to Register for Pakistan’s Fuel Subsidy Through 9771
Registering for Pakistan’s 2026 fuel relief scheme takes one text message. No forms, no office visit — just your CNIC, your vehicle’s paperwork, and a phone with a SIM registered in your own name.
What You Need Before You Text
Have these ready so the system doesn’t bounce your request:
- Your CNIC number
- Your vehicle’s registration number
- The province where the vehicle is registered (not where you live now)
- The vehicle’s original registration date
- A SIM registered against your own CNIC
That last one trips people up. If the phone you’re texting from is on a family member’s name, the registration will fail, since the system checks CNIC, telecom, and vehicle records against each other.
Step 1: Send the Registration Text
Text this format to 9771:
REG CNIC VehicleNumber ProvinceCode RegistrationDate
So, for example:
REG 1234512345671 ABC-123 P 15062019
The date goes in DDMMYYYY format — day, month, year, no slashes or dashes.

Use the code for where the vehicle is registered. If you bought a bike in Lahore but moved to Islamabad, that’s still P, not I. The SMS itself is supposed to be free — the government directed telecom operators not to charge for it.
Step 2: Generate a Token When You Need Fuel
Registration by itself doesn’t get you subsidised petrol — you still need a token each time you’re heading to the pump. Text TOK to 9771 and you’ll get one back.
Motorcycle and three-wheeler tokens cover 5 litres and are good for 7 days. Car tokens cover 10 litres and last 10 days. Take the token straight to a participating station; the attendant verifies it before pumping the discounted fuel.
Step 3: Who’s Actually Eligible
Not every vehicle qualifies, and registration will reject anything outside these dates:
- Motorcycles and three-wheelers registered on or after January 1, 2011
- Cars up to 800cc registered on or after January 1, 2006
Two- and three-wheelers can claim up to 20 litres a month at Rs100 off — Rs2,000 max. Cars up to 800cc get the same Rs100/litre on up to 30 litres, or Rs3,000 max.
When Redemption Actually Starts
Registration is live nationwide right now, so there’s no reason to wait. But you can’t redeem fuel outside Islamabad until 11:59pm on September 16, 2026 — that’s when the scheme rolls out across the rest of the country, including AJK and Gilgit-Baltistan.
If Your Registration Doesn’t Go Through
It’s almost always one of these: a mistyped CNIC, the wrong province code, a registration date that doesn’t match the vehicle’s actual paperwork, or a SIM that isn’t registered to you. Check all five details above before you send the text — a single mismatch is enough to get the whole request rejected.
